A graduate of Otago University, Evan began his career in Wellington working across cadastral surveying, civil engineering design and resource consent planning. He became a Licensed Cadastral Surveyor in 2013, a qualification that demands broad technical capability across both surveying and civil engineering disciplines.
In 2014 he moved to the United Kingdom, working as a section and senior engineer on major infrastructure projects including the London Bridge Station redevelopment with Tier 1 contractor Costain, a project valued at more than £1 billion. That experience, on live infrastructure with significant programme and cost pressure, built a practical understanding of how large projects succeed and where they go wrong.
In 2019 he joined multidisciplinary engineering consultancy Hydrock in a client-facing project management role. There he worked closely with the Duchy of Cornwall on the Faversham development in Kent, a 2,500-home mixed-use project, alongside further projects across the Duchy's UK portfolio and major masterplanning schemes in London and Norwich.
In 2022 Evan returned to New Zealand to establish Hydrock's first office outside the UK, with an initial focus on supporting data centre and renewable energy developers, sectors well aligned with emerging opportunities in New Zealand.
At the end of 2023 he joined a specialist surveying and civil engineering consultancy in a commercial leadership role. Over the following two and a half years he helped grow the business significantly, working across the full project lifecycle from initial feasibility through to resource consent, detailed civil design, construction management, and cadastral survey work to issue new titles.
In March 2026 Evan founded ESPA. The gap he repeatedly saw in the market was rarely technical. It was coordination. Design teams moving in different directions, clients managing multiple consultants without a single point of leadership, and issues surfacing late because no one had stepped back early enough to look at the full picture. ESPA was established to close that gap. Civil engineering and land surveying remain core services, but the real value is having someone alongside the client from the start who understands both the technical work and how to get a project over the line.
